The Pennsylvania Governor’s office and the Department of Community and Economic Development (DCED) recognized 19 officials and local governments for their dedication to strengthening their communities and finding better ways to serve their residents. 89 municipal officials and projects were nominated. Commissioner Arthur began serving his community by serving in his local fire company when he turned 18. Arthur has held numerous roles in public service, including serving as a township commissioner in Tinicum Township’s 2nd Ward for 19 years. He was Chair of the Board of Trustees and President of the Relief Association. He is also active in the Pennsylvania State Association of Township Commissioners (PSATC) where he has served on the Executive Committee for 15 years.
The Pennsylvania Municipal League has a long history of advocacy, education, and support for local municipalities. The League currently has 148 member municipalities representing Pennsylvania cities, boroughs, townships, and home rule communities that all share their municipal policy interests. 2025 Legislative Priorities include municipal financing, community development & infrastructure, and public safety. The Board of Directors oversees the administration of a wide array of municipal services including legislative advocacy (on both the state and federal levels), publications designed to educate and inform, inquiry and research, education and training certification programs, consulting-based programs, and group insurance trusts.
