Who is PSATC?
Since 1925, Pennsylvania State Association of Township Commissioners (PSATC), an association for first class townships, has helped build stronger leaders for the communities they serve.
What is the difference between a first class township and second class township?
A first class township has a population of at least 300 people per square mile and are typically located in the “urban ring” around Pennsylvania’s cities. They follow the First Class Township Code, and are required to provide specific services to its residents such as a police department, sanitation services, fire services, and more. Commissioners typically govern first class townships, while supervisors govern second class.
Can a second class township become a first class township?
Yes! To meet the needs of growing communities, residents in second class townships can vote to change its status to first class.

What are the benefits of becoming a member?
PSATC is the voice for first class townships and their elected governing officials before the Pennsylvania General Assembly and the Commonwealth’s various agencies.
