Legislative Priorities


Affecting the lives and livelihoods of nearly 1.7 million Pennsylvania residents and business, First Class Townships have unique requirements to deliver services under the First Class Township Code.Our goal of Empowering First Class Leadership in the communities we serve continues to play an important role in the work of PSATC.

PSATC: A Century of Advocacy

Since 1925, the Pennsylvania State Association of Township Commissioners has been the voice of First Class Townships before the state legislature. For more than 100 years, PSATC has played a key role in shaping the policies that make our communities stronger, including:
  • Affordable housing solutions that preserve local zoning and land use authority
  • Advocating for local police use of radar
  • Transforming the delivery of volunteer Fire and EMS services
  • Modernizing public notice requirements
  • Ensuring sound municipal fiscal health tools
PSATC represents the interests of First Class Townships home to over 1.5 million Pennsylvanians before the General Assembly and the Governor’s Office. We advocate for policies and laws that benefit residents and business communities alike. Responsible, bi-partisan legislation is essential to building thriving communities across the Commonwealth.

Championing for First Class Communities

Creating safe, secure and thriving communities continues to be part of the legislative championing efforts of PSATC.

PSATC promotes and provides a non-partisan approach to advance bills and believes that sound local government is not based on political party but on a sense of mutual respect and collaboration.

As a key component of its legislative advocacy program, each April PSATC leadership meets with members of the Pennsylvania State House of Representatives and State Senate to discuss legislation that directly effects First Class Townships.   

PSATC members have been at the successful forefront in empowering first class leadership for nearly 100 years. In fact, many township commissioners advanced their commitment to public service and have become members of the Pennsylvania General Assembly as representatives of both political parties while continuing to advocate for local government.
