The Pennsylvania State Association of Township Commissioners (PSATC), the statewide association advocating for Pennsylvania’s first class townships, is pleased to announce its new executive leadership. At a formal ceremony at the PSATC annual summit in Erie,, outgoing President Dennis Arthur (Tinicum Township) passed the gavel to incoming President Todd Miller (Crescent Township).
Taking office alongside President Miller are newly appointed executive committee members:
- 1st Vice President: Alok Patnaik, representing Salisbury Township
- 2nd Vice President: Liz McNaney, representing Upper Gwynedd Township
- 3rd Vice President: Rebecca Sray, representing South Fayette Township
- Secretary/Treasurer: Stacey Altman, representing Scott Township
The leadership transition reflects PSATC’s ongoing commitment to dynamic, representative governance as the association continues to advance the interests of first class townships across the Commonwealth.
About PSATC and Its Mission
Founded in 1925, PSATC (Pennsylvania State Association of Township Commissioners) advocates for Pennsylvania’s 93 first class townships and their elected officials.
PSATC works in affiliation with the Pennsylvania Municipal League, which provides secretariat, administrative, and advocacy support. The organization offers legislative advocacy, educational resources, and networking opportunities to help first class townships govern efficiently and responsively.
Among its priorities, PSATC calls on the Pennsylvania General Assembly to modernize municipal revenue tools, support local public safety (including use of radar by local police), and assist volunteer fire and EMS services.
Remarks from Outgoing President Dennis Arthur
“Serving as PSATC’s President has been a great honor,” said Dennis Arthur. “Over my term, I have witnessed firsthand the dedication of township commissioners to serve their constituents with integrity and innovation. I’m confident that Todd Miller and the new executive team will carry forward that spirit and lead PSATC to even greater impact.”
Arthur will remain involved in PSATC in a support role, collaborating with the leadership team to ensure continuity and build on ongoing initiatives.

In accepting the gavel, President Miller laid out his priorities for the coming term:
- Strengthen legislative advocacy — Work closely with the General Assembly and Commonwealth agencies to advance key township concerns.
- Enhance member education and capacity building — Expand training, forums, and peer networking opportunities for commissioners.
- Foster collaboration and regional alliances — Encourage cooperation among first class townships to address shared challenges and opportunities.
He remarked: “It is a privilege to lead PSATC at this moment. Our first class townships face evolving financial, infrastructure, and public safety pressures. With the dedication of Alok, Liz, Rebecca, and our full membership, I am optimistic about what we can accomplish together.”

- Alok Patnaik (Salisbury Township) brings experience in municipal governance and community engagement, offering strategic insight to PSATC’s advocacy efforts.
- Liz McNaney (Upper Gwynedd Township) provides a deep understanding of suburban township challenges, particularly in growth management and local government transparency.
