A Legacy of Leadership: Celebrating Virginia Anderson’s 42 Years of Service to Upper Allen Township

Virginia “Ginnie” Anderson, a trailblazer for women in local politics, has created a remarkable legacy of 42 years of dedicated service to the Upper Allen Township community. Born and raised in Charleroi, PA, Ginnie grew up in a working-class family with a deep appreciation for education. Her passion for learning led her to Edinboro State College, where she earned a Bachelor of Science in Education in 1968. As a college student, Ginnie was an active member of the Delta Zeta Sorority and the Student Union Board.

After completing her undergraduate degree, Ginnie continued her education at Pennsylvania State University before embarking on a career teaching middle school mathematics in the West Shore School District. Her commitment to education and community was evident not only in her classroom but also in her involvement in local politics. In 1968, Ginnie joined the Young Republicans, where she met her first husband, Richard Anderson. This connection would pave the way for her future political career.

Through her work on the Republican Committee and various non-profit boards, Ginnie developed a passion for public service that extended beyond her classroom. In the 1970s and 80s, she also dedicated her time to teaching Sunday School, further deepening her ties to the community she served.

In 1982, Ginnie made history when she ran for and won a seat on the Upper Allen Township Board of Commissioners. As the first woman ever to hold the position, Ginnie faced the challenge of being the only woman in the room, but she rose to the occasion with courage and determination. She quickly earned a reputation for her strong voice, her commitment to fairness, and her tireless work on behalf of the people of Upper Allen Township.

Ginnie made history again in 2008 when she became the first, and to this day, only woman to serve as president of the Pennsylvania State Association of Township Commissioners (PSATC).  She continued to be active in PSATC at both the local and state level after her presidency.

Over the years, Ginnie served on a variety of boards and committees, including in the Upper Allen Woman’s Club, the Cumberland County Municipal Advisory Board, the Historical Architectural Review Board, the Penn State Life Lion EMS Board, the Park and Recreation Board, the Pension Advisory Committee, the Planning and Zoning Board, and the Vacancy Board. Her contributions to these organizations were invaluable, and her leadership was felt throughout the township.

After 42 years of remarkable service, Ginnie Anderson resigned from her role as Commissioner in 2024. Her influence and dedication to the community will not be forgotten. In honor of her trailblazing time on the Board, the Board Room at the Upper Allen Township building will be named in her honor, ensuring that her legacy will live on for generations to come.
