Township Manager – East Pennsboro Township, Cumberland County, Pennsylvania

East Pennsboro Township, a progressive First-Class Township in Cumberland County with a population of over 20,000 residents, is seeking a highly qualified, motivated, and experienced professional to serve as its next Township Manager.

Position Overview
The Township Manager serves as the Chief Administrative Officer and is responsible for the overall management of Township operations in accordance with the First-Class Township Code and directives established by the Board of Commissioners. This position provides strategic leadership, ensures efficient delivery of municipal services, and oversees daily operations of all departments including public works, wastewater treatment, police, and administrative functions.

Key Responsibilities

  • Administer and implement policies established by the Board of Commissioners
  • Oversee all Township departments, personnel, and operations, including union and non-union workforce
  • Prepare and manage the annual budget, capital improvement plans, and financial reporting
  • Provide leadership in long-range planning, infrastructure improvements, and community development
  • Serve as liaison between elected officials, staff, residents, and external agencies
  • Oversee contract negotiations, purchasing, and compliance with applicable laws and regulations
  • Coordinate emergency management operations and serve as a key leader during emergency situations
  • Ensure effective labor relations and administration of collective bargaining agreements
  • Represent the Township in regional, state, and intergovernmental initiatives

Qualifications

  • Bachelor’s degree in public administration, business administration, or related field (Master’s degree preferred)
  • Minimum of 5–10 years of progressively responsible municipal management experience
  • Thorough knowledge of Pennsylvania municipal law, particularly First Class Township Code
  • Demonstrated leadership, financial management, and organizational skills
  • Experience managing public safety departments and public works operations preferred
  • Strong communication skills and ability to engage effectively with elected officials, staff, and the public

Compensation & Benefits
East Pennsboro Township offers a competitive salary $100k – $125k to commensurate with experience and a comprehensive benefits package.
