Upper Gwynedd Township Model of Transparency: First-Ever Popular Annual Financial Report Released

Upper Gwynedd Township (Montgomery County) has released its first-ever Popular Annual Financial Report (PAFR) for the fiscal year ended December 31, 2025, setting a new benchmark for municipal transparency among Pennsylvania’s First Class Townships.

While traditional financial reports are packed with dense data, the PAFR extracts critical financial information and translates it into an accessible, visually engaging snapshot for residents, business owners, and municipal leaders. The data is pulled directly from the township’s 2025 audited Annual Comprehensive Financial Report (ACFR), which received a clean, “unmodified” audit opinion, the highest level of assurance available. Upper Gwynedd intends to submit this inaugural report to the Government Finance Officers Association (GFOA) PAFR Awards Program.

The Pennsylvania State Association of Township Commissioners (PSATC) celebrates this milestone as an excellent model for First Class Townships looking to foster deep community connection through creative reporting.
